I imagine a limit set using only those Bally white $1s and the Paris blue $1's (cheap at $1/chip). Relabel one of the chips as a $20.

Worth saying that condition is likely the most important indicator of value - if they're mint then they're worth more whereas worn casino chips are relatively easy to get so will not command much more than face value.

Another is the mold - they should be THC for the widest market. House molds for those in to that. RHC are unlikely to garner much attention unless they are really mint but still not much of a premium.

Also, drop chips are harder to get and hence in higher demand but getting a rack of those is nearly mission impossible.
