These are THC mold chips, and look like light gray or off white with medium blue spots. Even Stevens are RHC's, and appear to be white with really dark/navy blue spots.

Just FYI, Even Stevens are off-white base color. (I used to own some). In comparison, it looks like the Western Village chips are a light gray (not sure which Paulson color of the top of my head.) and maybe a slighly less-dark blue.
