The attempted Chipco RFID's were made by John Kendall and Huxley. Kendall put the money up, burning around $1m in equipment which almost bankrupted him.
It was not achievable with the ceramic chips so Huxley went in the plastic composite chip direction. That was all around 25-30 years ago.
