I read the comment "non-playable" as indicating that the breakdown of the chips (quantities of each denomination in this particular batch) as not being conducive to being used on the table in a useful way without additional chips.
Nobody is going to be able to host a cash game with just the $5s and $25s here unless they are playing very high stakes or are counting the values on the chips as 1/100 the actual value. Even with that accommodation, one is going to have a lot of change-making with a 6 or 8 player game with this breakdown of the chips.
These could have interest to folks who have these chips already and have a need to add on partial racks (meaning groups of 100) chips to their existing sets to make their sets more playable, but as a group and in isolation, this specific group of chips in these denominations and number of chips per denomination would not be terribly functional when put into play. (If someone is using $5 chips in their game, they are unlikely to need or want $1000s or $500 as an example).
You might have a bit more luck if you are willing to sell by the denomination, but as a group, even at something like the $3/chip price, these are unlikely to move.
