Does anyone know of a tool where you can input a casino tournament structure and get an evaluation as to how fast or slow the tournament would be expected to go?

I'm looking for something where you can input:

Starting Stacks
Blind Structure
Antes amounts
cap on rebuys and re-entries
percentage of entry to prize pool

I guess what do you mean by fast or slow? Trying to estimate what time it would finish?
 
If you are asking fast or slow for the length of the tournament...
For Casino Daily tournaments, I use Poker Atlas to check how many entries they usually get for that day/time/structure, and then use the formula
Entries x Starting Stack / 20 = Big blind at end.

For one off's it's more difficult to determine since the size of the field is unknown. However, if they have a guarentee, I calculate the Guaranteed x 1.1 to determine the (entries x starting stack) number.

If you are asking how quick the structure swallows blinds putting players in...,
When Starting Stack / BB = 16 or less, the bulk of players will start getting eliminated, and will consolidate the chips to the best or luckiest players. Then calculate how many levels that is, times the minutes per level. For me, 2 hours is on par with my home game, and I consider that "fast" but not "turbo". Anything longer is "slow". How slow is a percentage of how muck longer it is than my home game.

Turbo = open my range and be aggressive with good hands.
Fast = Play like home.
Slow = Play my "A" game.
 
I use blindvalet.com and you can input how long you want the tourney to last. Then it will put a structure together for you. It’s worked fairly well but I usually still modify slightly.

Let's say I'm in Vegas and I have a list of 25 tournaments going on around the strip on a particular day. I'd like to be able to breakdown the speed in which a tourney becomes a shove fest, the percentage of the house take to help determine which ones to play.

Don’t know of any tool where you’d input but as far as estimating shouldn’t be too hard. The # of days, buy-in level, and level time would be good info. If you have some specific tourneys I can help, maybe I’ve played them. Poker atlas will have the rake but sometimes if it’s got add-ons and rebuys it can be harder to tell.

If the tourney is already going you can usually look at the live clock on Bravo (most of the strip) or Poker Atlas (a couple others) and get the actual avg stack there.

This is how I plan my Vegas trips as well, to balance my rake to time-expected-lose ratio. I have no delusions of being a good poker player.

When I say "starting stack" below, I mean a player that is still holding at the starting stack. i.e. buy-in for T10,000 and you still have 10,000, you have "starting stack".

When starting stack = 16 BB, players trying to maintain fold equity will start to shove. When the starting stack = 6.25 BB, even the worst players will be shoving, but by then the good players are blindly calling them. Mind you, this is just a time on the clock. Many terrible players will fold 3 orbits with just 4 BB.

Of course, I built these ranges before the BBA became a thing. It is entirely possible that the 16 BB target is closer to the 32 BB range since you are effectively paying 2 BB every time you post. And like all things poker, the players will also have a net effect. Players at a WSOP event may shove sooner to double up or rebuy while their stacks are still good. Players at $400 buy-ins play better (thus maintain more fold equity) than players at $45 buy-ins (who will blind themselves out looking for a hand).

I'm mostly a cash game player but outside of the World Series, the weekday cash games are often nitty. I'll play a noon time tourney and then settle into cash late in the afternoon if possible.
