OK, but normally tariffs are paid by the importer, not the exporter.

A relation of mine regularly imports containers of furniture from Europe for her business. She definitely has to pay the tariff herself, in Colorado, not the shipper in Europe.

Meanwhile, the last time I came back to the U.S. from Montreal, I remember having to declare the value of items bought in Canada and pay a duty on them before clearing customs into the U.S.

This was long before the new tariffs.

So just wondering whether the OP is confusing other duties imposed by Canada or the U.S. with the new tariffs. They may be demanding that such other duties be cleared first before entering the country—unless the U.S. has imposed some specialized rule for the new tariffs on Canadian goods.

No, USPS is indeed demanding the new tariffs are prepaid by the shipper. Which is wrong, but that is how they implemented it (which would also give Mr Orange the possibility to claim "See? I told you the other countries would pay!")
Not even a USPS decision. It's pretty clearly stated in the Executive Order that the duties are to be collected and remitted by the carrier delivering to the USA. https://www.whitehouse.gov/presiden...-free-de-minimis-treatment-for-all-countries/

The specific duties are equal to the effective IEEPA Tariff rate for the shipping country of origin.

I'm still waiting to see exactly how Swiss Post will implement this here, but it's clear - this affects all postal services worldwide who ship items to the USA.

So how were said non-tariff duties paid before?

I do know that with the containers shipped from Europe, they arrive in Colarado but won't be released to my U.S. relation until she pays the tariff.

The HS tariff code is correct but the country of origin is not.

This is what I was wondering as well. If the exporter is now required to pay the tariff, that certainly changes the dynamic and IMO accelerates the impact.

As it relates to chipping, it will certainly have an impact on non-US sellers as I can think of no reason a seller would (or should) absorb that cost (without baking it into the sales price). Which would put them way above mkt prices.

Personally, I would not fault a seller for pausing any in-flight deal as a result - it’s not reasonable to expect them to eat 25+%.

The good news, I really don’t think the tarrifs will be a permanent, but certainly a huge short term negative for non U.S. sellers.

I saw a news report last night which seemed to be saying that the U.S. has eliminated "de minimis" duties on Canada, meaning that shipments under $800 no longer get a free ride.

(The ostensible reason: A claim that fentanyl shipments ... from Canada... were sneaking in under the $800 exemption. Uh, OK)

This was a network TV report so it was hard to really get a detailed understanding of the change, but maybe that is the underlying cause of the consternation here?

I'm sure that all the illicit fentanyl sellers using Canada Post mail services will dutifully declare the full value of their packages now because they'll be scared into compliance.

Agreed. The lesson I’ve learned from this debacle is that I should be buying my wife poker chips for me as birthday gifts for her. Problem solved.

Still waiting for the chips to be delivered and my son has an early soccer practice today that requires me to leave earlier than usual… :cry:
