This leaves me at 660 chips, might as well do a well rounded 700
Where do I put the other 40?

20x more 1k and 20x more 5k would be my suggestion

Use 8/8/4/7/1 = T15k stacks for 20 players (12/12/5/6/1 for 13 players or less):

160 x T25
160 x T100
80 x T500
160 x T1000 (includes 20x for T25/T100 color-ups)
28 x T5000 (includes 8x for T500 color-ups)

Add 20 more T5000s to cover 20 add-ons, but a T5000 add-on for 1/2-price of a T15k buy-in isn't a very good value.

Add 30 more T5000s to cover 10 re-rebuys @ 3x T5000 each (which should be plenty).

That puts the set count at 638 chips.

Any extra chips added to round out the set should also be T5000s, which allow for larger starting stacks if later desired. Adding 60x T5000s would support starting stacks up to T30k.
