Had a situation.
The bets came around to the big blind, called but not raised. He threw in one chip equal to 2-1/2 times the big blind and in the same motion swept back his big blind.

What is the ruling here?

In our game, if it’s truly one swift motion where a chip is thrown in and blinds are pulled back, it’s just a raise to whatever that single chip is worth.

So if it’s a 1/2 game, and big blind throws in a $5 and pulls back the $2 (again, in one swift motion), then the raise is to $5 total.

I could see a casino (or more formal setting) enforcing a rule stating that since the blinds were still out there, the raise is to $7 total, but even then I think if the intention is clear, then the raise is to $5.
 
Given that he had already bet (the BB), and that he didn't have the option to call (only check or raise), I would rule it a raise.

If it was the small blind, then it would be a call, as he had the option to fold, call or raise, and he put a single chip into the pot.

Others may have a different opinion.
 
Just want to clarify as I realize I didn’t include this in my original post:

At no point would I consider this just a call as described. As @LotsOfChips stated, the big blind’s only options are check or raise, so any additional money going into the pot above his required blind would constitute a raise.

Obviously if it’s a friendly game and it’s clear the intention was to get change or something, then you can just give a little warning and still allow it to be a call. But without knowing the nuances, I’d say it’s a raise.
 
It's a raise for sure but to what?

In the example of $1/$2 game, having $2 out there as BB and then throw out a $5 chip (2-½ times BB), then is it $7 total vs him sweeping back the $2, would be $5 total.

Did he at any point verbalize his intention? But then also a difference between "raise $5" vs "raise to $5"

Friendly home game, I'd let it go if he insisted on $5 total. If repeated behavior and a dick, then $7 total.
 
The issue was if it was a one chip call and trying to get change or a raise. It's pretty clear from the responses that it was a raise.
After sweeping back the big blind there was a pause then a declaration of "raise..." or "raise to..." but there was no controversy about the amount. The intent was already clear.
