I don't ever remember seeing blank Paulsons. My guess is that they're THCs from an older manufacturer?
I'm no expert, but I hang around here a lot.
 
These have been posted here before, don't have time to look but in the off site not mine section. Almost want to say the conclusion was injection molded plastic thcs? It was something weird
 
Are they truly blanks or shallow hot stamps that have worn off? Either way they require some money on top of the acquisition cost for either hot stamps or milling and then inlays.
Stamps and labor are going to start at about $250 and depending on number of stamps maybe higher.
Milling and labeling maybe twice that.
I’d offer $1.25 for acquisition, probably $2.25-2.50 after they are completed. Keep in mind not all may survive to adulthood.
Just keeping it real. Designing something for this is harder than you think. You got one shot, what’s the most fitting design? Hell I can’t even think of anything original for the other sets I got waiting for stamps. Inlays are a bit better, you can remove and replace until you get an idea that sticks.

That said, I think @roughrabbit might be closer to the answer, and that was my first guess. Without better pictures of the faces, it's tough to say, but the injection mark is recessed in one of the hats as I recall.

There are the plastic “hats only” versions around. If these were newer I’d suspect Tina’s hand. Also, Paulson doesn’t own all of THC molds in existence.
