It's a jeton from the Casino Monte Carlo in Monaco:

Under "jetons" on the list there.

Unsure on value, but they show up on eBay periodically. I don't see one up now, but the ended auctions show one sold for $20 back in October and another sold for a best offer of less than $35 in September.
