I've sold my tourney set and am now using a new set with the following counts:

T25 x 250
T100 x 145
T500 x 100
T1000 x 44
T5000 x 11
T25000 x 15

My starting stacks with the old set were:

T25 x 16
T100 x 16
T500 x 10

Rebuys:

T100 x 15
T500 x 7
T1000 x 2

I'm proposing maintaining a T7000 tourney with the following starting stacks:

T25 x 16
T100 x 6
T500 x 6
T1000 x 3

What changes, if any, should I make to my blind structure?

Old structure was:

I'm not the tourney level expert, and I haven't looked at them closely, but if the levels worked before, and starting stacks are the same overall value T7000, then just keep the levels the same. Maybe just change the color up to introduce more T100s, as the new set will allow, since you're using less of them in the starting stacks.
 
11 players, prob 6-8 rebuys. Starting 2 tables.

That many re-buys is gonna be tough with your breakdown and 7k-8k stacks. First thing I'd recommend is more T100s in the starting stacks. Re-buys can be handled by larger denoms.
 
Here's what I'd go with:

T7500 starting stacks (150bb)
20 x T25
10 x T100
8 x T500
2 x T1000

Your set allows for five of the following T7500 re-buy stacks:
5 x T100
2 x T1000
1 x T5000
plus four additional re-buys if needed, by changing out T5000s with the big stacks and using the change for the extra re-buys.

11-player set requirements:
220 x T25 (set has 250, so 30x extras)
135 x T100, includes 25x for re-buys (set has 145, so 10x extras)
99 x T500, includes 11x for T25 color-ups (set has 100, so 1x extra)
43 x T1000, includes 11x for T100 color-ups and 10x for re-buys (set has 44, so 1x extra)
11 x T5000, includes 5x for five standard re-buys and 6x for an additional four re-buys via chip exchange

Biggest advantages of going with this breakdown are that 1) nearly all the chips in your set will see play, and 2) you won't find yourself short on any denominations during early play.

Your blind schedule above -- as-is -- will run about 4 hours (plus breaks) with 15-minutes levels and an average number of re-buys. No need to color-up the T500s. You can remove L15 (2500/5000) to shave off 15 minutes total time (recommended, if that 15 minute time savings is important).

I don't think I'd change anything else, except maybe ending re-buys at the T25 color-up break (after L6, or 1.5 hours elapsed time). Offering re-buys later than that is really not a very good investment (only valued at 9BB to 19BB at best).
