They are very simple. Too simple. Someone on the production team actually got paid for that.

I found a guy on YouTube who is (or was) selling pairs (one $5K and one $10K) plaques for $65. He indicated that he had 7 pairs available and would offer discounts on multiple pairs. However, this was much too rich for my taste. He said they were custom made in Houston Texas a number of years ago. I do not know this guy... but contacted him on Facebook and he responded.

I saw this thread title and I thought "holy crap someone found a way to mill and relabel plaques?!?!"; makes sense now.

Any sign shop in your neighborhood ought to be able to make these. Judging from the picture above, that's what the movie props guys did rather than trying to replicate actual casino plaques. They look to be simple two-tone engraved plastic, similar to the basic dealer buttons and blind buttons you get for free in cheap mass-market poker chip sets:

Sign-making shops should have this sort of material ("two-tone HDPE" or "two-color HDPE") and the equipment to cut, shape, and engrave it. The fonts the movie props guys used for the plaques are the exact same bog-standard fonts that sign shops have on their engraving equipment, or rather the fonts that they would have had in 1989 when the movie was made. Nowadays of course they'll use computer-driven engravers and can use any font or linear design you'd want, but for maximum authenticity you should try to duplicate the original standard fontongraphy as closely as possible.
