Before anybody starts to ruin their historic chips with sandpaper or other machinery to find out if a chip is leaded or not: ask on PCF first.
There's always someone on here who knows the complete history of a casino and their chips in (sometimes excruciating) detail. ;)
I stated “used sample chip”, and people remove inlay’s and mill “historic” chips on here all the time as people can do what they please with the chips they buy, so who are you to say if they want to find out?!. I don’t see anyone chiming in on what is leaded or not and it’s a very popular vendor so I’m sure “PCF members” who know’s the history have seen it. Also my statement is general for any chip not just these. Reply to my post instead of being passive aggressive and indirect to my post mr.2020.

$4 are likely a later order. As @Split guessed, there is multiple orders over the time they had these chips as why you see RHC and different inlays shapes etc, some with UV and some without. The RHC $1’s if new would be comparable to IOC KC chips which are revised leaded. Revised leaded won’t feel like original leaded but you’ll know the difference vs say used jacks and used hsi which are new age non leaded.

I have to interrupt. I’ve been in a lot of discussions about Paulson leaded chips. This is the first time I’ve ever seen anybody say “revised leaded.”

So when Paulson started making their own chips, they were leaded 60-40% up until 1998 when they phased out lead content to 10-6%, that is the revised leaded formula.

My understanding was that as they phased out the lead in the late 90’s, there were times when some colors were leaded and some weren’t.
You’re suggesting that there was a time in the late 90s, after all Paulson chips had a lot of lead, but before they had no lead, where they were making chips with a little lead?

Start of company to 1998 chips had 60-40% lead,

casino can have original leaded, revised(reduced) leaded and non in all of their chips as they can make multiple orders over the years. Best and current example, Majestic star.

Red denom- Original Leaded
Black Denom - Revised leaded
Baccarat - Non Leaded.

Besides someone I knew who worked at Paulson, go on to wayback machine, put http://www.gpigaming.com and look through archives and news, you should find it, also Keywest chips had an article in regards to this and quoted statement from president.
 
You guys look hard and you will find the answers, 2007 statement from president is what you are looking for as he details it all by PPM content and he even lied just like RFID chips and got sued. Anyways, regardless, these are last of a dying breed and at this price, no question, good luck.
 
I try to help you guys get the correct info, it’s not cut and dry lead or no lead. Also Paulson/GPI lied about early 2000’s produced lead content as state of California went on a testing spree of new chips.
I’m not doubting you. But like I said, I get involved in all these discussions, and all of a sudden I feel like I missed a memo.
But this might actually explain racks over encountered like these, that I really couldn’t tell if they were leaded or not. They didn’t quite feel and sound leaded, but they didn’t quite not. Slightly leaded? Maybe.

One thing to maybe consider is their inventory of raw materials. Perhaps their intention and purpose was to stop making leaded chips or reducing the content after a certain date and once their existing raw materials were depleted.
I mean they had money tied up in those materials, they aren’t going to just throw it away if they can’t help it.
That could explain the spotiness after certain dates, some colors were more popular than others so they ran out and switched to the new raw materials faster. Some of the not popular colors may have taken longer to work out through the system.
They probably did reach a point though where the inventory remains weren’t enough to justify keeping any of and then they do the 100%.

I guarantee that’s what happened but they had to lie as they(California and Arizona as well) wanted 0.06% max lead in it and found out new chips(mid 2000’s) had up to 10% lead in it.

I remember there was a discussion on PCF somewhere many years ago and recall there was documentation (white paper?) from Paulson or GPI (i think) discussing its plans of phasing out the lead content. I can't recall if it was for a reply to the EPA or some other govt authority. It also discussed that the plan on using up existing color inventory and kind of recall specifications of colors. Don't recall the % of lead content, but I think @PhillyB is correct or at least in the ballpark. I'd have to look to see if I saved that document down somewhere on one of my many unorganized hard drive backups.

Correct, white paper statement and Arizona/California watch dog went testing again around 2005 on 45 different chips with all or close to all their colours and found 6% min up to max 10% lead in new chips produced in mid 2000’s 7 years after start of phase out and Charlier again made another statement in 2007 Nov that they now have 0.005% going in which some still had 0.5% or less when tested. Why I say there is three types is they had to make up for lead volume with something else in revised leaded chips so either they added more sand(bonder, yes, sand is in chips too) or more composite, which I don’t think they did the latter until 2007 and after.

With that being said
Original leaded 60-40% had a similar feel and make up

Revised leaded 10-6% had a similar feel and make up

And non leaded/0.5-0.005% lead had similar feel and make up. Since so little lead, wouldn’t make a difference in feel or weight.
