I have a suggestion:

I would give the option to buy the 1s and 100s separately.

People who are looking for that many 1s usually are not going to go for 100s or 100s dressed like 25¢. If they were $20 or $25 (store of value) chips, then maybe.
And people who are looking for 100s (or 25¢) are not usually looking for that many 1s.
