If came off easily, wasn't glued. Just the piece of foil.Is it the top of an adhesive container? Do they use an adhesive between the inlay and the chip? Every time they open one up they just stick it on the chip instead of tossing it out?

My guess EM detection is electro-magnetic? By putting a foil disc in the chip, it can be detected for security purposes, I'm guessing.
