Does anyone know the best method for shipping singles at a low cost? These postal workers are saying that postage could be charged to the receiver because the bubble mailer doesn’t fall through the large envelope slot. Even though it easily pulls through.

Yes! See links below -- use USPS butterfly stamps for Nonmachineable postage for a normal envelope. Use thin cardboard, like cereal boxes, folded in half to sandwich the chips, and I prefer stapling 4 staples around a chip, or groups of chips. I wouldn't necessarily recommend this method for really expensive or rare singles, but I've received and sent plenty of chips this way.

I've sent & received 1, 2, 3, or even 4 chips, as long as it's below the weight limit. may need to add some more 20 cent stamps for additional ounces (2022 rates)
The first time I got chip in an envelope like this the sender wrote NON-MACHINEABLE SURCHARGE PAID on the front top middle of the envelope in red ink, so I sometimes do that.
You may need to drop in the envelope slot at the post office, when ever I've taken these to the front counter, the USPS clerk tells me additional postage is needed. But I've never had a problem when dropping the envelope in the slot.
