I have a buddy that does this for Sprint. Started off making $15 an hour. Fuck you if you expect me to risk my life for $15/hr. Not to mention when he started it was the beginning of the winter. You have to take frequent breaks going up in order to keep from sweating. If you sweat too much in the winter doing this job...you die.
No way even with a harness! If you read the incident descriptions, a lot of the guys died because the tower or part of the tower collapsed. Nothing you can do about that. The fines seem relatively low, average of $8k for an OSHA safety violation that resulted in someone's death?
