I have 60 blue starbursts. Not exactly sure on color, I’m sure someone can determine that

These are over stamps, and are in good condition. All stand on their own.

If I had to guess, I would say day blue.

Yes they are all overstamps.

Any chance you could take a picture of one of the chips in natural light on a white piece of paper? May help to better represent the true color.

These look like Blue Grain to me.
