Tourney Blind structure for giveaway tournament help needed (2 Viewers)

So I have an interesting question and am looking for some ideas.

A friend of mine is trying to organize a casino royale themed corporate function where there are blackjack/roulette and other games. He also wants to host a winner take all poker tournament where the winning prize is an ipad Pro. No other prizes for second place.

The problem is, he doesn't know exactly how many people might want to play or how many tables to host, could be 30-50 players or 50-80 players and he might only have 3 or 5 tables/dealers.

Tournament has to end within 3 hours. Any idea on blind structures? Assuming we have 3 tables and a max of 50 players (maybe 20 on a waiting list) or 5 tables and 80 players.

Tournament should end when there's around 50bb in play so 20 minute levels would likely get this over and done in 3 hrs. Structure is kinda slowish at the start where the blinds don't double between 200/400 - 500/1000. This allows for people who late reg to still get some play. Near the end, everyone has had their entertainment so let's flip.

If you only have 3 tables/dealers, be sure to have someone filling seats with alternates as soon as someone is knocked out, Also wanna make sure everyone only enters once by getting a list of potential participants that's separate from the sign up sheet. Check them off once they're given chips.

Any one else have thoughts on this?

Should finish no later than L9 (3.0 hours). Use T5000 chips for all color-ups.

Using the above structure with 80 players/T10000 stacks (50BB) and 20-minute levels yields the same 3 hour tournament duration. A barrel of T25K chips for T1000 color-ups will be helpful for the larger event.
 
Thanks for the suggestions @BGinGA @200 Motels !! But do you think if we had a list of 20 people on the wait-list, standing by for people to bust, can it still finish in 3 hours?
