This is where I am personally.

I'll just add that since you have so many CPC sets with inlays, this clean/simple design looks like the perfect opportunity for you to go with some @Josh Kifer hot-stamping. So I vote Option 3.

My feeling is that Black & White look equally good on every chip EXCEPT the Green & Purple $2 chip. I keep coming back to THAT CHIP to decide which is the lesser of the 2 and I can't decide. If it were me I'd change that chips colors. My vote as they are goes to White

I prefer the black. However I don't like the color choices for the .50 chip. Personally I would pick different colors for that one if I were to go black. Others fit good in my opinion.
 
Using a black inlay has one advantage: due to the higher contrast that a black inlay creates, the Chip colors will come out a bit stronger. I vote for black
 
I’m an idiot. Fair and square. But that’s ok.
