A bid at the close time is NOT a valid bid. Since seconds are not displayed on post timestamps, these examples will be used as a reference.
  7. I reserve the right to: 1) cancel the auction if no bids have been made; 2) edit the listing to correct errors or clarify rules as needed.

Yes it is a regular PayPal transaction.
The bid is a € bid, so i'll receive € via PayPal.
The bid include shipping to you.

You can bid using numbers without any symbol.

Yes it's pretty similar to the regular domestic transaction except it'll usually show the currency conversion when sending money to a non-US based PayPal account.

For example, you pay USD$227.45 = they receive €200 (or whatever the conversion ends up being.)
