It’s a generic term for a chip that is less than a dollar, I.e. a fractional chip. Usually either 25¢ or 50¢.

Starbuck on Battlestar Galactica used to say Frac all the time, so I think it's bad

And just in case no one answered your question. It is short for Fractional which refers to a chip denomination under $1.
