They look abraded? Or chemically erased? I’d that just wear it was some other process used? Looking at these in my phone and they do look “partially erased” by some artificial means instead of normal wear. Maybe it’s just the resolution or something.

Something like that, you're right.
The previous owner must have tried to delete the hotstamps with some homemade unconventional processes and got dirty partial results. Nothing irremediable for someone who would like to completely milled the chips.
