Pardon my ignorance, but what are the edge punch-outs? Is that normal for some samples? GLWS!

Yes, a manufacturer should be canceling the samples they retain to avoid them ever leaving the factory and going into play. Paulson does this today. Burt did this in the past.

They are for cancellation purposes. Other methods of cancellation include the drilling of holes or hot stamping a cancellation mark over the top.

Since these are manufacturing samples and are often kept for regulatory purposes. To prevent them from potentially being redeemed for face value at the respective casino, the samples are cancelled.

Might have been a great mitigation to avoid a certain recent bunch of people's chips (retained by the manufacturer) that found their way onto eBay...:rolleyes:
