Does anyone now's the meaning/story behind the logo/picture of these chips

It’s a casino in Washington. I assume it has something to do with a Native American nation. These showed up on ebay in 20 or 30 chip count lots about 4-5 years ago, being sold by a chip manufacturer here. Most of us assumed they either bought these or gave them some credit on an order in exchange for these. Our assumptions could be way way off though.
