If you could only have one set of poker chips for the rest of your days, would you rather have a set of your favorite chips that is too small to adequately play your normal poker game with or a perfectly sized set of below-average chips? Obviously, these types of descriptions can be interpreted pretty differently so just as a small example, maybe your favorites are a set of obsolete casino chips that you absolutely love and the below-average are something like the Dice Chips or the pretty recognizable Las Vegas stickered chips. Certainly, no harm intended by calling any particular set below-average.

If a set is too small to play your regular game, then it is effectively useless, and good only as a collectible. So I would have to say a lesser value, playable set. Thank goodness I don't have to live in that limited world.
