These originated on the French PCF. Similar story to what we have seen with recent TCR sales, it looks like the casino changed name, and as a result, changed all their chips. These were sold as sets (300ct). Unclear who made these, but it looks like a couple of members there were convinced it was neither Abbiati nor Matsui. Hope this helps.

As indicated by "PocketAces":
The "Cercle Clichy Montmartre" has changed its name to become the "Club Clichy Montmartre".
The consequence was to change all of their tokens.

No one among the staff and management of Club Clichy Montmartre remembers who the maker of these tokens is.
They even looked for the invoice but it was certainly archived and nowhere to be found.

I hope I have given enough information.
