I wasn’t familiar with this casino at all but it was only open from 1962-1964 and later turned into Condado Plaza located in Puerto Rico.

Who manufactured these chips?

I am not 100% sure but possibly B.C. Wills and Co. Hopefully someone else can shed some light? From what I’ve found online they were the manufacturer of the SGK mold during this time period. (1962-1964)

Well, they were sold by BC Wills. They were manufactured by Burt Co for BC Wills, or possibly by USPCC if they were made early enough, but given the inlay I have to think they're more recent than that and were Burt Co products.
