Are the starbursts less desirable or lower in quality in some way?
Starbursts were something that Paulson mass produced for the public.

Are the denom chips actually part of an active casino's stock?
They used to be, but now the casinos are closed. So, since they were from an actual casino it means that there might only be a small number of these out there in the public. Single chips command a higher price than a larger number of course, but when there aren't a whole lot of them out there then they might command a higher price too.

Why the big difference in per chip price for the:
Hotel Nevada .50s (26) - $100
Starbursts off white (36) - $20
Bird Farm .50s

The Starbursts are gone and are less expensive give how plentiful and generic they are.

Your assumption is correct, the Hotel Nevada and Bird Farm are more expensive given that they are beautiful fossils for years (and casinos) past.
