Any backstory how they came into the existance of collectors hands?
quick synopsis - Cruise never launched (basically due to attempting to advertise and acquire passenger deposits prior to an issuing of Certificate by the Federal Maritime Commission), the chips, along with other casino items, were sold at auction and dispersed from there.
Some of the higher denoms were found on eBay by a member here. I acquired the $100s, $500s and some of the $25s from them.
I went digging and put together the lower denoms ($.50, $1, $5) from several sources around the US (non PCF members).

So are they the original boat chips to never set sail?

Not sure about original (if by that you mean first real casino boat that never sailed where chips found their way to us)
It was a real cruise ship that never launched. They are sister to the Regency Cruise (same company)
