What’s the context of the second pic?
Main chips seem to be Paulson mold oversized labels with denoms printed - second pic has all the colors with same edgespots but they seem to be different chips with no hat/cane or Paulson text on the edges.

Just showing both sides of the chips..... Some of the chips are plain mold and some Paulson chips mold... Different years I suppose
