Yes, Harrah's New Orleans had $1, $2.50, $5 and $25 chips as well as the rest of the higher denominations. Your thinking that it was a "high roller" only casino is not 100% correct. It was a casino in a "tourist" area, and had higher limits than surrounding casinos. (Think Vegas strip table limts vs Downtown.)
So why are the lower value denominations not for sale?
Louisiana law requires that the casino that's shutting down destroy all the chips that were in play at the casino, which includes every denomination of the primary (main) set of chips.
The chips you see for sale here are the secondary (backup) set of chips that were never used. The secondary set for Harrah's New Orleans started at $100 and above, and that's why only these higher value chips are for sale.
What's nice is that this secondary set are still real casino chips from a real casino that were never used, so they are in mint condition.
Additional info: The primary set of chips have different spot colors than the secondary set to distinguish between the two.
