I recently sold two racks of Cancuns which were as new-looking and new to the touch as any chips I’ve ever owned... Really sharp edges. No evidence of use. Still kind of dusty. But I did not sell them as mint, because I couldn’t say for sure what the previous owner did with them. They might have been played once or twice for all I knew; impossible to say for sure.
So basically I’d only use the word “mint” to describe chips either direct from the factory, or at least still in original, unopened boxes.
That might seem excessive... But “minty” I think is a fair term of art for chips that appear essentially new but whose provenance is not 100% known.
