The 2019 TDA has been released to members (who doesn't have their TDA certification?), some nice updates.

My favorite:
RP-14: Randomness May be Applied to Special Situations
For error remedies not otherwise covered in the TDA Rules and Procedures, TDs may use the concept of randomness to design a solution.

I may be wrong (and likely am), but I think it means that the cards should be treated as random after an error/mistake (where significant action has taken placed) and people can stop worrying/whining about a special order of how the cards should come out.
 
That's not what I'm getting out of it (and I certainly hope not).

I think they are referring to *solutions* that involve randomness, in situations that are otherwise not specifically addressed.
 
I read it as that if they can’t decide on a ruling because it’s not covered, they can just flip a coin.

Well, at least in the eyes of the TDA it shows they believe randomness is only fair sometimes. I agree, but not sure they are the authority.
 
Read through 2019 rule updates... a couple noteworthy ones:

-no longer allowing double bets on 4th in stud for a paired door
-9 handed and 7 handed events now start final table 9 and 7 handed (used to be +1, I.e 10 or 8). 8 and 6 handed events are still +1

There is a callout to RP-14 in that rule, so it at least in part does apply to the stub order being off a card for some reason- rule says never burn twice to preserve some magical intended stub order and then had a note directing to the randomness comment
