For my geographically challenged US centric friends, you would be correct to assume that Saipan is NOT in the US. It is exactly where you think it is, in the middle of absolutely nowhere, i.e. somewhere in the pacific ocean.
Saipan is actually next to Guam, a place your more likely to have heard of, and home to the master collector of racks of fracs!

Not a plaque, but after @Kam posted the link to the article on page one of this thread, I went down a rabbit hole too, and came up with this design for a DB:
