Yes, it mostly has to do with how bets are structured in limit.
Most limit sets are mostly comprised of a "workhorse" chip and a "value" chip.
Let's say you play 2/4, then the blinds are 1 and 2 and all bets pre and on the flop are in increments of 2 and all turn and river bets are in increments of 4.
So you mostly play with one particular chip, the "workhorse" chip. And when people rebuy, you can do the rebuys easier with the "value" chip, such as a $20 or $25.
Limit players tend to like *ridiculous* numbers of workhorse chips on the table. When BARGE has its annual "pink chip games" in Vegas and AC, the casino typically orders an extra 6-8 thousand snappers. There are often 3000 of them on each cash table.
yup, mounds of chips for limit games ... casino dealers get really bored pushing around the mounds ... but they dislike different denomination chips even more
I was thinking of adding to a new set to allow for a limit game but it gets expensive
