Venetian/Palazzo 25s and above have two different designs. Would this constitute a difference between primary and secondary rack?

Probably not. Secondaries are kept completely out of circulation (I.e. locked in a vault like money) until the primary set is compromised. Sometimes limited run promo chips will be added into live play and are treated the same as primaries. You can see the chips above have the same colours and spot patterns. Pri and Sec must look different.

Uhhh. They are different colors with different spot patterns. It’s showing both sides

1st edition and 2nd edition chips. Top is the 1st edition, bottom is 2nd edition. Venetian/Palazzo opened in 99, then changed their racks for the $25 and up chips in 2013?, I think. The $5s stayed the same, but even the $1s got an inlay replacement (same spots and colors).

True, $1s started to have small inlays just like other Vegas casinos with the same spots and colors. But why would they change the insert colors for 25s and 100s in 2013? That's a mystery to me.

Did they pull out the primary for some reason and brought the secondary in 2013?

Not sure why they changed the chips. It might not be a primary vs secondary situation, either (I haven’t seen any stories regarding the security of the v1 being comprised). Sometimes casinos order new chips, and swap out their racks.
