Listings like these have popped up as long as I can remember shopping on eBay for chips. This could be a case of a seller not knowing anything about poker chips, rather than intending to defraud anyone.
It's easy to see how an uninformed seller could have found those chips in a closet, at a garage sale, or elsewhere, and concluded they are "Paulson" based on the logo on the chip box.
I usually figure that someone else in the community will report it. On a related note, it can be hilarious to see how people "inform" the seller of their mistake, and/or to see how some of the sellers respond.
