Just noticed these in Empire Records. Riverside $25 and a Bally’s $5 from Las Vegas.

Yup. If memory serves, those are label-overs. Bally's inlays from the 80's labeled over kings crowns and other assorted blanks.

That’d make sense, there was an earlier panning shot that showed a bunch of chips and they looked like kings crown.

Looks like the same batch of over labeled $5's used in the movie Honeymoon in Vegas.
