Every spin, he'd lose one bet, double up on the other... I never saw it hit green, but it had to happen eventually. Important to note that this was a riverboat casino in Illinois in the mid 90's where drinks WERE NOT free for players.

Yep. Put $3 on 1-2-3 line it pays $33 and you keep your $3. Put $1 on each number it pays $35 and you keep the chip that hit. Either way you put out 3 and end up with 36....because it's the same thing. You have to remember, the bets that don't hit are swept away. So, as far as the maths go - it's the very same outcome.
Of course adding another number will increase the house edge... increases it on every wager on the board. Wouldn't make much sense to bump up the payout on the 11-spot, which would decrease their standard wheel edge, unless they bump all payouts.
