I'd say just play more hands with this villain. Understand that he's calling your turn bets 100% of the time with 2nd pair unimproved and that in the long run you'll print money. That said, on turn the villain raised to 24 with 37 behind and if you call there's going to be a pot of 66 going into the river. If you're calling tis hturn you should almost always call the river.
Having said all that, when passive villains suddenly show aggression on innocuous turn cards, alarm bells should be going off in your head, I tend to proceed with caution and only with my strongest hands and draws

I didn’t read the other responses but I’m sure someone said this already, but MAJOR alarm bells should be going off on that turn. Calling stations LOVE to trap and now he just raised you HUGE. They simply don’t value their draws as much as their made hands.
Against some players I play against, if they did this to me, TP would be a fold to a raise like this. You know you’re beat.
