Strange Rule at Hard Rock (1 Viewer)

A Hard Rock opened six minutes from my house a few months ago and they have a five table poker room. Most of the dealers are pretty new and there have been a few times where conflicting rulings were given by different dealers/floor persons. One ruke that I have been told is "Hard Rock policy" is this: If someone bets say $30 dollars, and you put in $59 or anything less than $60, it counts as a call. For me this is crazy. At every other casino I have been to if you out in more than half of the bet it's a raise, less than half and it's a call. It could could create major spots for angling, particularly in bigger hands.
Has anyone seen this ruling at other Hard Rocks or other casino's?

I also assume it is a call, but then they have to complete to $30, from whatever lower amount they put in. Are you saying they can just put in $1, and freeroll the other $29? Surely not!

I've encountered this is many rooms. If when facing a bet you stack chips in front of you in an amount that that doesn't complete a legal raise, it's considered a call unless doing so puts you all in.

This prevent someone from being bound to a raise just because they accidentally put extra chips out by mistake.

Now if someone declares an action verbally, for example in your situation if they said 'raise' and put out $59 - the dealer would make them top up their bet to $60.
