Tourney Splitting up 1,000 chips (1 Viewer)

would love some advice here —
If you had the following breakdown and you wanted to make 2 playable sets, how would you split it up?
200 x 25
200 x 100
100 x 500
200 x 1000
100 x 5000
100 x 25000
100 x 100000

requirements:
one set has to be (min) 8-handed, and ideally have at least a barrel of each denom (even if it’s just one for show)
the other ideally 10-handed+
 
I feel like I'd be tempted to split the 1ks in half and just divide it into a lower denom set of T25-T1k and a high roller set of t1k to t100k.
The problem that I see with splitting it the way you want to split it is that a single table set that starts with T25s has no need for T25Ks, let alone T100Ks.

A base T25 set for 8 players won't likely be able to get T25k in play, unless having very deep stacks and tradition antes from level 1. For example, 100/200 blinds with an ante of 25 on level 1 with stacks of 50k would still not have use for T25k with just 400k in play. Add rebuys and they might be useful, but my point is that even if 25k might see the felt, I don't see the T100k ever being of any use with base T25.
 
80/80/40/80/20 for 6-10 players and 120/120/50/80/30 for 10-15 players. Then maybe the high denoms for a small high roller set?

perhaps not perfect, but I think definitely playable in both sets.
