Question about how casinos / streams handle tournament chops (1 Viewer)

This contains a Boski spoiler, sorry. I can't imagine many people are following his run in the ACR $3k in South America, but if you are, stop here.
Edit: actually, looking at the cover photo for the vlog, safe to say Boskie did the spoiling himself.

The scenario is a $3k tournament is down to heads up. I think first and second are something like $140K and $100K. At some point during heads up, the chip lead changed and the players talked chop. This final table is being streamed, but all I've seen is clips from the stream, shown on Boski's vlog, linked below. Anyway, we return to the stream, the players are dealt AA and KK. All the chips go in. There's a K on the flop and then the river is the A, ending the tournament.
Boski tells us they had agreed to a chop for something like $120K with the chipleader getting the trophy, and that the casino set the deck with the crazy hand and dealt it out. And again, you can see it at the end of the video linked.
My questions are, do we think this was done in the open? Do we think the rail at the casino was in on this? Do we think this hand was just streamed without any reveal, leading viewers to believe they'd just witnessed a crazy ending? And is this done often? Every chop I've ever been involved in, the tournament simply ended - I've never heard of any fakey set-up hands, but I've never played on a stream either.

When I’ve been on a stream table playing or commentating they just end the tournament there. The tech guy handed us a post it with the payouts so we could have that information to talk to

Never seen or heard a fake cold deck runout. Thats just weird. Although I did chop PLO once in 1st place and they wanted a “winners” photo and asked me to pick some cards for my “winning” hand
