It's been close to 10 years since I've played No Limit Hold'em in a casino. Back when I did play it was 1/2 NL with a $200 max buy in. It was expensive to see flops at my local casinos - people would open with $10-$15 and rarely $20. In Vegas on the other hand (PH & MGM mostly), people would open raise for much less.

What are the open raises and max buy ins like these days?

As far as my experience goes, it's totally dependent on they players at the table. Stack sizes do come into play as well, but when I sit down at a new table, it takes about 3 hands to figure out what open size is standard for this particular group of players.
It makes sense to just go with the flow of the table.
If a 2.5-3x size is enough to thin the field (it rarely is, but it happens) that is what I'm using.
If everybody is opening 5-6x and all smaller opens just get a chuckle and 6 callers, I too am leaning more towards the bigger sizes.

If everybody is deep (200bb and more), it actually makes sense to raise a bit on the bigger side because implied odds make it profitable to call more speculative hands. If you have a premium, you want to make those hands pay a bit more to try and outdraw you.
And since you don't want to raise more with your premiums than with the rest of your hands, it makes sense to open all of your hands a bit bigger.

Agreed it can depend on the players, but I can ballpark it given I've played so many hours.

My friend played the Venetian 1/3 last week and said people were opening for 2.5-3 BBs. That's pretty cheap...
 
In the last 2 months I have played 1-2 no limit at the Flamingo Las Vegas, Horseshoe Council Bluffs, Harrahs Kansas City and Prairie Meadows Des Moines and I’d say standard open raises ranged from 3-10x BB. I’d say $10 and $15 were by far the most common. Buy ins varied from capped at $300 to uncapped with the average stack size around $1500

So I played in my first non home poker game yesterday since relocating to west Texas. Place was called “Stacks Social Club” in Lubbock.
Had heard about the poker scene in Lubbock and decided to ride down and check it out.

Only game going was $5 on the button NLHM. This game played like a typical $2/$5 game. Opening raises were $15/$25 mostly and many of the players hadn’t a clue what they were doing. I sat down with $200 and cashed out for $510 an hour and a half later.

Couple players busted and a couple players left to go to another game which left only four and I don’t like playing short handed so I cashed out.
A very big game in my opinion for the lack of skill I noticed at the table. As you mention above, opening bets in Vegas tend to be be smaller in comparison to many places outside of Vegas.
Even the $1/$3 games in Atlantic City played softer than what I’ve witnessed outside of there.

I would definitely say this all varies regionally, by casino, and by table. I really just play at two casinos locally but I can play at one 1/2 table where a couple guys like to open with $20 and switch to another limpy or cheap table where they open with $5 or $6. But I would say on average $8-$12.
 
I would say open raises do tend to be a little smaller in Vegas. Last trip I saw lots of $8 opens which is an amount I rarely see used around home.
 
At MD live in the 1/3 game (400 max) open raises are usually 10 - 15, with an occasional smaller raise to 8

$8/$12 openings seemed typical in the $1/$2 games at Borgata and Harrahs Atlantic City.
