Can anyone tell me anything about these chips. Not the best pic I had sent to me but I am curious about them.

Googling HR 1837 returns interesting and unexpected results. Dunno if it's related, but I suspect it is. Further discussion probably belongs in the Politics subforum.

EDIT: It actually appears to be a Canadian registered trademark -- Holt Icon Privileges & Design.

The HR appears to stand for Holt Renfrew. An upscale clothing store in Canada started in 1837.
Nothing to do with Israel and the US. Pretty interesting what comes up in Google.
And I am sure after looking more closely at the chips that @mtl mile end is correct.

If you look closely you can tell they use the same 6-spot injection mold as dice chips, except the spots are filled in with the same color plastic as the main body. So probably some generic dice chips that had some customization from China. I also found this link: https://www.varagesale.com/i/gtersxuz-holt-renfrew-poker-set which appears to be the same set with that logo.
