Below are my blind levels for a MTT I’m hosting. 25K starting stacks with 1 rebuy until the end of round 12. Trying to play about 6 hours. 16 players. Any suggestions to make this better? What level do you see this ending at? Thank you for any help.

We usually see about 50-60% of the field rebuy, that however is an unlimited rebuy for the first 8 levels. Your 4 hour rebuy window might see more rebuys, but the limit of 1 only might keep it in the same ballpark.

So we’re looking at around 25 entries at 25k each = 625,000 in play

I normally expect a tourney to end no later than when the big blind is about 5% of all chips in play which we can estimate to be right around 30k so it should be over on level 22 at the latest (8 hours).

If you are looking to end around 6 hours the easiest thing to do would be to decrease the blind increases to every 15 minutes. Alternatively you could decrease the starting stacks to somewhere around 7500 (no fun) or you could restructure the blinds to be a little more aggressive.

Some members of the community would disagree with the blinds doubling at level 2 so you could search around and find some of these recommended structures but if that isn’t an issue for you I would say the structure looks pretty good. Off the top of my head it looks pretty similar to some WSOP structures.

The tournament will typically end by L21 (10000/20000 blinds), or about 7 hours plus breaks -- much longer than your desired 6 hour duration. Dropping the blind levels to 15-minutes will make the event run about 5:15 plus breaks, or right at your targeted 6 hour mark (assuming three 15-minute breaks).

Any suggestions to make this better?
First change I would recommend is changing your re-buy structure. I personally think that 4 hours is too long of a period to offer re-buys (especiallly in a 6-7 hour event), unless it's a low-cost charity event where the goal is to encourage re-buys to generate income for the cause. In any case, the value of a re-buy purchased at the end of L12 is only 13BB when starting L13, which is extremely short-stacked and not a very good investment. I'd recommend stopping the re-buys at the point where they are still worth 20BB-30BB, which is enough chips to avoid having to go all-in whenever entering a pot. In the current structure, that would mean ending re-buys after L9, or three hours.

Your current structure has blind increases ranging from 20% to 100% (averaging 36%), which I feel is just too wide of a range for consistency. By dropping the levels with 20% and 100% increases, you can create a structure with a tight range of 33% to 50% increases with a couple of 25% jumps (averaging 40%), which will also have the advantage of running close to 6 hours yet still allowing longer 20-minute blind levels:

Issues I see:

Will almost certainly go longer than 7 hrs as-is, shorten level times some.

You’ve got the 25 chip race too early...need 25 for both level 5 and 7. I would do it after level 6, drop the 250/500 entirely, and go straight from 400 to 600.

Probably want a 15k/30k level between 21 and 22...doubling blinds that late isn’t usually good.
 
Just want to say thank you to all of you that helped. Especially @BGinGA. Tourney ran smoothly and lasted just over 6 hours. I took second and had my buy-in payed for in bounty chips I took. Wish Ihad pictures but between hosting, color ups and managing everything I forgot to take them. +$290 in tourney that night and +$180 in the .25/.50 cash game following that. Great night overall and everyone had a blast. I’ll make sure I get pictures next time.
