I think he holds out until legislation is changed IMHO. And he stated on an ACR twitch broadcast that he would eventually expand to bigger cities such as Louisville and Lexington. Politicians just have to get their heads out of their own asses for once. Kentucky is always the last state to adjust to any sort of change.
