FWIW I had a verbal agreement from this seller for 20 chips @ $10/pc. I knew there was probably a 90% chance he would try and scam me, so I insisted upon going through PayPal "Goods and services + credit card payment" and flat out said, "you know you won't be able to access these funds unless you actually send the chips?" He agreed, said he would take them to the post office the next day, and then proceeded to stop responding to messages for a week. I promptly cancelled the PP transaction with zero hassles and told him he missed out on some easy money.

TLDR; I knew I was probably getting scammed, but the almost zero risk for a chance at legit chips was worth it. Got scammed, PayPal FTW.
