because i'm gonna need at least 4 racks of a 10c chip, i would prefer it to be on the cheaper side. THC/RHC.
After reading Angelo's post, only did I notice you are looking for 4 racks of chips, that too much IMHO

2 Racks should be more than enough if you are going for a 10c / $1 / $10 progression, you will also be able to double the budget this way for your fracs

10c x 200
$1 x 200
$10 x 40

will give you $620 which is 62 buyins of $10 or 31 buyins of $20 more than enough for 10/10c game

10c x 200
$1 x 200
$10 x 100

will give you $1220 which is 61 buyins of $20 or 30.5 buyins of $40 more than enough for 10/20c game
 
It would be cheaper if you go for a cool color in your .10 and only need 1 rack of them.
Something like the Casablanca $5 (prime candidate for an overlable) would be a great fit.

@LeLe im obviously a big believer in #MOARCHIPS

when we play i do starting stacks of 50 x 10c and 5 x $1 which works really well. everyone gets plenty of chips to play with. i'm not keen on minimal starting stacks of like 30 chips.

i'm not sure about the $10 chip. don't think it would be very practical at this stage.
 
Here's a suggestion that could save you some money:
I don't consider the 10ct your workhorse chip.

As soon as you grow your game to .10/.20 the $1 will be your workhorse chip.
If that's not on the horizon anytime soon you could also relable the Paris to 50ct and keep the snappers as they are for a perfect 5x in denom jumps. This way the Paris are your workhorse for the foreseeable future and you'd only need one rack of .10 chips.

I had another similar idea. If you expect to up the game to 0.1/0.2, there is also the option of taking a little extra step by making it 0.25/0.25. That way you’ll have the 4-5x jump in denoms and you’ll be set for easy future jump in stakes (if nothing else inflation will do that eventually) without having to change any other denoms i.e. 0.25/0.50 and 0.5/1

I think it works great to have the small and big blind the same amount.
